October 13, 2026
HARRISBURG –State Sen. Gene Yaw (R-23) and State Rep. Clint Owlett (R-68) announced $494,700 has been awarded to two recreation projects in Tioga County through the Pennsylvania Department of Conservation and Natural Resources’ (DCNR) Community Conservation Partnerships Program (C2P2).
“Investing in our local parks and recreation facilities enhances quality of life and strengthens our communities,” Yaw said. “These improvements will provide residents and visitors with safe, modern spaces to enjoy for years to come. I appreciate working with Rep. Owlett and local officials to support this funding and look forward to seeing the projects move forward.”
“These are great investments that will further enhance the opportunities our residents and visitors have to enjoy the great outdoors in the Northern Tier,” Owlett said. “I commend the folks in Blossburg and Wellsboro for taking the lead on these projects and seeking funding opportunities to help bring their plans to fruition. I am happy to work with them and Sen. Yaw and look forward to the finished work.”
Blossburg was awarded $69,700 toward its rehabilitation work at Island Park in the borough. The work includes renovation of tennis courts; installation of bleachers and stormwater management measures; ADA access; landscaping; project sign; and other related site improvements. The funding is in addition to more than $400,000 awarded to the project earlier this year.
Wellsboro was awarded $425,000 toward its rehabilitation work at Packer Park Pool in the borough. The work includes renovation of the wading pool and decking; installation of filtration and recirculation systems, shade structures and utilities; ADA access; landscaping; project sign; and other related site improvements. The funding is in addition to $1.2 million awarded to the project earlier this year.
The C2P2 is funded with a variety of state and federal funding sources, including the Keystone Recreation, Park and Conservation Fund (Key 93), which includes Key-Community and Key-Land Trust; the Environmental Stewardship Fund (ESF); the federal Land and Water Conservation Fund (LWCF); Pennsylvania Trails Fund (PRT – federal source); Pennsylvania Heritage Area Program (HA); and the ATV Restricted Management Account Fund (ATV).
